The UGC, in the year 1988, recommended formation of Higher Education Council for State level planning and coordination of Higher Education.
Following this recommendation, the West Bengal State Council of Higher Education was established on July 29, 1994 (under the West Bengal Act XXXVII of 1994) with the Minister in Charge as ex-officio Chairman, keeping in view of the maintenance of standard of teaching, examination and researches as per UGC stipulations in the Universities and affiliated colleges in West Bengal, largely in line with the objectives of UGC in order to monitor the performance of the affiliated colleges and strengthen the planning and coordination of education programmes in higher education so as to
fulfill the need of the future development,
control unplanned expansion,
channelise socio-economic need and academic requirement and, finally,
act as a link as far as possible between the Universities and the colleges on the one hand and the State Government on the other and work closely with the UGC.
